About Alpine Advocates
An educator who became an advocate
Andrew Lubrano founded Alpine Advocates after navigating the IEP process firsthand — and realizing how many families needed a knowledgeable guide in their corner.
Why I do this work
The jargon can be dense, the process feels opaque, and you may not be sure whether the plan on the table was truly the best one for your student.
That experience set me on a path to understand special education law, IEP development, and family rights under IDEA. Over time I became the person other parents called when they didn't know where to turn — and I realized this was work I was meant to do.
Alpine Advocates exists because every family deserves someone who knows the system, speaks the language, and will stand beside them until their child gets the support they need.
What guides every case
Family-first
Parents are the most important members of the IEP team. My role is to make sure your voice is heard and your priorities are reflected in the plan.
Evidence-based
Every recommendation I make is grounded in IDEA, case law, and best practices — not opinion. I help families understand what the law actually requires.
Collaborative
I work to build productive relationships with school teams, not adversarial ones. The goal is always the best outcome for your child.
Persistent
The IEP process can be long and frustrating. I stay the course alongside families until the right supports are in place.
